PLANT Participates in National Workshop on Sustainable Small-Scale Fisheries

Contributing to the Development of India’s National Plan of Action for Small-Scale Fisheries

Participatory Learning Action Network and Training (PLANT) participated in the National Launch Workshop on Development of the Plan of Action for Securing Sustainable Marine Small-Scale Fisheries in India (NPOA–SSF Marine), held at Hotel Accord, Puducherry, on 31 August and 1 September 2026.

The workshop was organised by the Bay of Bengal Programme (BOBP) in collaboration with the Government of Puducherry, bringing together senior officials, fisheries institutions, fishing organisations, NGOs, fishermen's cooperatives, fish traders, women's groups, researchers and academic institutions.

Representing PLANT, Adv. Dr. R.T. John Suresh actively participated in the deliberations and shared his perspectives on strengthening small-scale fisheries, sustainable livelihoods, community participation and inclusive fisheries governance.

The workshop focused on identifying the goals, key challenges, objectives, expected outcomes and priority activities for the National Plan of Action across different thematic areas. Discussions highlighted the importance of recognising small-scale fisheries as a people-centred and community-based livelihood system, extending beyond fishing activities to include fish workers, women, youth, cooperatives and the wider fisheries value chain.

The national consultation will be followed by state-level and field-level consultations, providing opportunities to engage directly with fishing communities and capture their local needs, experiences and priorities.

PLANT extends its sincere gratitude to BOBP for the invitation and opportunity to participate in this important national consultation. PLANT looks forward to continued collaboration with BOBP and other stakeholders in the forthcoming state and field-level consultations to ensure that the voices and aspirations of small-scale fishing communities are meaningfully reflected in the National Plan of Action.

Participatory Learning Action Network and Training (PLANT) அமைப்பு, “இந்தியாவில் நிலையான கடல் சிறு அளவிலான மீன்பிடித் தொழிலை உறுதி செய்வதற்கான செயல் திட்டத்தை உருவாக்குதல்” (NPOA–SSF Marine) தொடர்பான தேசிய தொடக்கப் பயிலரங்கில் 31 ஆகஸ்ட் மற்றும் 1 செப்டம்பர் 2026 ஆகிய தேதிகளில் புதுச்சேரி ஹோட்டல் அக்கார்டில் பங்கேற்றது.

வங்காள விரிகுடா திட்டம் (BOBP) மற்றும் புதுச்சேரி அரசு இணைந்து ஏற்பாடு செய்த இப்பயிலரங்கில், அரசு மற்றும் மீன்வளத் துறை அதிகாரிகள், மீன்வள ஆராய்ச்சி நிறுவனங்கள், மீனவர் அமைப்புகள், அரசு சாரா நிறுவனங்கள், மீனவர் கூட்டுறவுச் சங்கங்கள், மீன் வணிகர்கள், பெண்கள் குழுக்கள், ஆராய்ச்சியாளர்கள் மற்றும் கல்வி நிறுவனங்களின் பிரதிநிதிகள் கலந்து கொண்டனர்.

PLANT சார்பில் வழக்கறிஞர் டாக்டர் ஆர்.டி. ஜான் சுரேஷ் கலந்துகொண்டு, சிறு அளவிலான மீன்பிடித் தொழிலை வலுப்படுத்துதல், நிலையான வாழ்வாதாரம், சமூகப் பங்கேற்பு மற்றும் அனைவரையும் உள்ளடக்கிய மீன்வள நிர்வாகம் தொடர்பான தனது கருத்துகளைப் பகிர்ந்து கொண்டார்.

பல்வேறு கருப்பொருள் அடிப்படையிலான துறைகளின் கீழ், தேசிய செயல் திட்டத்திற்கான இலக்குகள், முக்கியப் பிரச்சினைகள், நோக்கங்கள், எதிர்பார்க்கப்படும் விளைவுகள் மற்றும் முன்னுரிமை நடவடிக்கைகள் குறித்து கலந்துரையாடப்பட்டது. சிறு அளவிலான மீன்பிடித் தொழிலை வெறும் மீன்பிடி நடவடிக்கையாக அல்லாமல், மீனவர்கள், மீன்பிடித் தொழிலாளர்கள், பெண்கள், இளைஞர்கள், கூட்டுறவுச் சங்கங்கள் மற்றும் முழுமையான மீன்வள மதிப்புச் சங்கிலியை உள்ளடக்கிய மக்கள் மற்றும் சமூக மைய வாழ்வாதார அமைப்பாக அணுக வேண்டியதன் அவசியம் வலியுறுத்தப்பட்டது.

இதனைத் தொடர்ந்து மாநில மற்றும் கள அளவிலான ஆலோசனைகள் நடைபெற உள்ளன. இவற்றின் மூலம் மீனவ சமூகங்களின் உள்ளூர் தேவைகள், அனுபவங்கள் மற்றும் முன்னுரிமைகளை நேரடியாகப் பதிவு செய்யும் வாய்ப்பு ஏற்படும்.

இந்த முக்கியமான தேசிய ஆலோசனையில் PLANT-ஐ பங்கேற்க அழைத்ததற்கும், தொடர்ந்து இணைந்து செயல்படுவதற்கான வாய்ப்பை வழங்கியதற்கும் BOBP-க்கு PLANT தனது மனமார்ந்த நன்றியைத் தெரிவித்துக்கொள்கிறது. வரவிருக்கும் மாநில மற்றும் கள அளவிலான ஆலோசனைகளிலும் BOBP மற்றும் பிற பங்குதாரர்களுடன் தொடர்ந்து இணைந்து செயல்பட்டு, சிறு அளவிலான மீனவ சமூகங்களின் குரல்களும் எதிர்பார்ப்புகளும் தேசிய செயல் திட்டத்தில் அர்த்தமுள்ள வகையில் பிரதிபலிக்க PLANT ஆவலுடன் எதிர்நோக்குகிறது.
